The WIB or War Industries Board came into existence during World War 1. This agency was established in 28th July, 1917 by the government of United States to fulfill the requirements of materials that are necessary for war. This organization persuaded companies that they should increase the manufacturing of the war product as it will help during war. The production was to be done in bulk and products must fulfill the standard. Quotas were setup for production and companies were provided with all the raw materials required. Psychological tests were also conducted by the board to help people getting an appropriate job. Frank A. Scott was the first person to lead this board who was replaced by Daniel Willard in November same year. Then in January, 1918 the leadership of board was given to Bernard M. Baruch. It was difficult for the government during World War 1 to handle the disputes of the labors that demanded high wages and threatened to strike. Thus war industries board took the task of managing the labors by providing them with high wages and avoiding their strikes. This also helped in increase in production of war materials and delivery at war locations. There was 20% increase in the production in US after the War Industries board came into existence. The board initially consisted of seven members Cheyenne T. Wade, Frank F. Fletcher, Robert S. Brookings, Al M. Boolock, Hugh Frayne, Bernard M. Baruch, and Palmer E. Pierce which were later increased by six more members. The functions of war industries board were to mobilize the resources such as agricultural, industrial and financial along with the military power. It also did the work of maintaining the balance between the material required for war and needs of common peoples of US. WIB was responsible for fulfilling all the demands of war products from production to delivery. The prices of war products are also fixed by the WIB. It was the responsibility of WIB to increase the production of necessary material and decrease the production of unnecessary material during war. The control is done according to a priority list of the industries which are required during war. Industries related to facilities tops the priority list followed by material, fuel, transportation, labor, and capital.
The War Industries Board was providing model templates to increase production efficiency and eliminating waste by making certain standards. The board monitored available resources, prices and increased manufacturing facilities. It also took measures to help people find suitable work, conditions of factories, ban child labor. It made high efforts to control the labors by giving high wages and avoiding their strikes. This helped greatly to increase production of war materials and supply at war locations. The board effectively introduced safety measures in the American Industries during war. It also worked on disputes resulting from increased demands for products during war time. The production quotas were set by the board to maintain productivity and it allocated raw materials according to needs. The board was functioning to mobilize the resources such as agricultural, industrial and financial along with the military area.
The board had seven members originally and more members were included during later stages. The war Industries Board was terminated by an executive order on 1st January 1919.
The 1934 hearings taken place by the Nye Committee headed by Senator Gerald Nye with the intention to hold accountable to those who gained profits during war under the supervision of the War Industries Board. Certain producers, raw material providers and patent holders were held for hearings.Though it is very hard to estimate the amount of profits accumulated, the committe was able to find that there were indeed people who have profited enormously. There are instances of war profiteering even in modern times when people have profited from wars in Iraq and Afghanistan. |
